Invitations to tender

The Big Lottery Fund commissions a large number of evaluation and research projects. This ensures that we obtain expertise and objectivity in our evaluations. We have a standard set of procedures and comply with EU Procurement Directions where appropriate.

We aim to advertise contracts widely, using both the press, the Internet and the Official Journal of the European Union where appropriate. In some circumstances, we also solicit tenders from selected organisations.

Expressions of interest are requested initially and are a pre-requisite for an invitation to tender. We use expressions of interest to help us assess whether the potential contractor has the right skills and experience to undertake the work. Where we are satisfied that our requirements have been met, an invitation to tender is issued.

Those who have been invited to tender will be expected to submit their bids by a given deadline. We may organise briefing sessions for tenderers to provide an overview of the programme content and evaluation requirements. Tenders are assessed internally and any number of candidates are short-listed and subsequently invited to an interview. Depending on the outcome of the interview, a contractor is then appointed.
