Summary of the programme

This programme is closed for applications.

Libraries have an important role in the community and we want our funding to strengthen the relationship between them. We want to fund libraries that are more than traditional library services and work with their communities to:

1. invigorate libraries as centres of wider community learning and development and learning based activities

2. create, improve and develop library spaces that meet the needs of the whole community

3. be innovative and promote good practice in the ways libraries are designed and run.

We want to see libraries working with disadvantaged groups, existing users and non-users, voluntary and community groups and other community service providers. We also want libraries to reflect local and national strategies

The projects we fund will achieve this by creating library spaces that are exciting and accessible to all. We do not want to prescribe the activities libraries and communities will offer: they could include reading groups, writing groups, language classes, family learning activities, art and museum exhibitions, cultural activities such as drama, health activities such as well-being classes, information seminars about local volunteering or other opportunities.

The application process is competitive, open to all local authority library services in England, who will be limited to a maximum of one application. Application forms have already been sent to each local authority library service. Individual libraries or community groups cannot apply, but should discuss any project proposals that meet the aims and outcomes of this programme, with their local authority library service. Together with the Museums, Libraries and Archives Council (MLA), we delivered a series of regional seminars in October and November 2006. The seminars were well received and offered library authorities a good opportunity to hear, first hand, relevant programme information and to develop a deeper understanding of the application process and community engagement.
